Criteria for Inclusion
Below are the criteria used for the inclusion of organizations in Leadership Directories' products.
Congressional Yellow Book
The Congressional Yellow Book lists 541 Member Offices, 221 Committees and Subcommittees (including Standing, Select, and Joint), 32 Leadership Organizations, 59 Member Organizations (Caucuses), and 9 Congressional Support Agencies. In addition, 15 Congressional Officers are listed; these officials are usually voted in by the entire membership or appointed by the Senate Majority Leader/Speaker.
Congressional Leadership Directory® Online & The Leadership Library®
The Congressional Leadership Directory® Online and The Leadership Library® both contain 541 Member Offices, 229 Committees and Subcommittees (including Standing, Select, and Joint), 37 Leadership Organizations, 274 Member Organizations (Caucuses), 250 Leadership PACs, 290 Congressional Campaigns, 10 Congressional Support Agencies, 28 Congressional Boards and Commissions and 29 Congressional Staff Associations. In addition, 15 Congressional Officers are listed; these officials are usually voted in by the entire membership or appointed by the Senate Majority Leader/Speaker.
Federal Yellow Book
The Federal Yellow Book lists all 15 federal departments and 90 independent agencies. We use the United States Government Manual as our guide. In most departments, the listings are to the branch level; however, depending on the organizational structure, we may list down to the section chief or team leader level. Each department and agency is its own organization. Some departments such as Commerce and Health and Human Services have Bureaus and Administrations that could be considered independent agencies.
Federal Leadership Directory® Online & The Leadership Library®
The Federal Leadership Directory® Online and The Leadership Library® both contain all 15 federal departments and 90 independent agencies, including 171 federal advisory committees and 1,200 federal programs covering over 3,000 federal advisory committee members and 2,800 federal program managers. We use the United States Government Manual as our guide. In most departments, the listings are to the branch level; however, depending on the organizational structure, we may list down to the section chief or team leader level. Each department and agency is its own organization. Some departments such as Commerce and Health and Human Services have Bureaus and Administrations that could be considered independent agencies.
State Yellow Book
The State Yellow Book contains the executive and legislative branches for all 50 states, the four U.S. territories, and the District of Columbia. The executive branch listings include 1,099 departments, 629 commissions, 634 boards, 161 authorities, 96 councils, and other major offices. The Legislative Section lists: State Senate and House Leadership, 2,037 State Senators, 5,494 State Representatives, 2,015 Committees (including standing and some select committees), and 187 Legislative Agencies.
State Content in The Leadership Library®
Our database contains the executive and legislative branches for all 50 states, the four U.S. territories, and the District of Columbia. The executive branch listings include 1,099 departments, 643 commissions, 666 boards, 165 authorities, 102 councils, and other major offices. The Legislative Section lists: State Senate and House Leadership, 2,037 State Senators, 5,494 State Representatives, 2,257 Committees (including standing, joint, and some select committees), and 190 Legislative Agencies.
Municipal Yellow Book
The Municipal Yellow Book features information on 247 cities with a population above 100,000 people, according to U.S. Census Bureau data, and an additional 73 cities with population figures below 100,000, for a total of 320 cities and towns. We list all state capitals, regardless of population.
The Municipal Yellow Book also contains 145 counties: the top 126 counties have a population above 375,000, and an additional 19 with population figures below 375,000 are listed. In the case of counties with no formal government, the largest city within that county is included. In the case of combined city/county governments, the information is listed in the cities section. The Municipal Yellow Book also contains all of the departments and offices that make up the government of the cities and counties that are included in our listings. This includes 426 city attorneys, 296 city clerks, 158 county attorneys, 98 county clerks, and over 250 county executive and mayoral staff Members. In addition, 74 public and quasi-public authorities are listed.
Municipal Data in The Leadership Library®
Our database contains information on 363 city and town listings, 247 of which have a population greater than 100,000. We list all of the state capitals, regardless of population. Our database also contains 214 counties: the top 126 counties have a population above 375,000, and an additional 88 with population figures below 375,000 are listed. In the case of counties with no formal government, the largest city within that county is included. In the case of combined city/county governments, the information is listed in the cities section. Our database also contains all of the departments and offices that make up the government of the cities and counties that are included in our listings. This includes 436 city attorneys, 304 city clerks, 188 county attorneys, 127 county clerks, and over 280 county executive and mayoral staff Members. In addition, 77 public and quasi-public authorities are listed.
Federal Regional Yellow Book
The Federal Regional Yellow Book lists the major components of the 15 federal departments and 46 independent agencies that are outside of the Washington metropolitan area. The listings include regional/district and field offices, military installations, 180 U.S. embassies.
Judicial Yellow Book & The Leadership Library®
The Judicial Yellow Book and The Leadership Library® both contain all federal judges that serve on the U.S. District Courts, U.S. Courts of Appeals, and the U.S. Supreme Court. In addition, we list the state appellate judges for all 50 states. There are 2,200 federal judges and 1,300 state judges listed in the Judicial Yellow Book and The Leadership Library®.
Corporate Yellow Book & The Leadership Library®
The Corporate Yellow Book and The Leadership Library® both contain public and private U.S. companies with revenues over $500 million that are manufacturers, service businesses, or utilities. The directory also lists high-growth companies selected from generally accepted published rankings with revenues of at least $100 million, as well as leading consulting companies.

Associations Yellow Book & The Leadership Library®
The Associations Yellow Book and The Leadership Library® both contain trade and professional associations operating on a national level. Organizations must be vocational in nature (members practice similar or allied trades or professions) and have an annual operating budget of at least $2 million. Exceptions to these parameters have been made for organizations that are of political, social, or economic importance.
Law Firms Yellow Book & The Leadership Library®
The Law Firms Yellow Book and The Leadership Library® both contain the largest U.S.-based firms that practice corporate law (as opposed to firms practicing personal injury), and have at least 40 attorneys firm wide.
Government Affairs Yellow Book & The Leadership Library®
The Government Affairs Yellow Book and The Leadership Library® both contain the government affairs experts who represent the interests of leading corporations and their subsidiaries and divisions; financial institutions and their subsidiaries; professional associations; the major U.S. labor unions; and interest groups. Organizations must have a full-time government affairs staff, a political action committee, or federal or state representation. For the purposes of the directory, government affairs includes not only those individuals who deal directly with legislators and policy makers, but also other members who research and analyze the government's legislative proposals and help formulate the organization's response to these proposals. Also profiled are government departments that have legislative and intergovernmental affairs personnel, including federal government divisions, U.S. states and territories, cities, counties, and municipal authorities. The directory also includes law, advocacy, and consulting firms that represent organizations listed in the directory. Organizations must have a lobbying or legislative practice or staff.
Foreign Representatives in the U.S. Yellow Book & The Leadership Library®
The Foreign Representatives in the U.S. Yellow Book and The Leadership Library® both contain non-U.S corporations and financial institutions and their major U.S. offices; foreign nations, including embassies, consulates, and permanent missions; intergovernmental organizations; foreign press outlets; and international law firms and their U.S representative offices.
Nonprofit Sector Yellow Book & The Leadership Library®
