New Senator for the State of New York
On January 23, 2009, New York Governor David Paterson (D) appointed Kirsten E. Gillbrand (D) to the
United States Senate. Sen. Gillibrand succeeds Hillary Rodham Clinton (D), who resigned to accept an
appointment to be U.S. Secretary of State.

On April 7, 2009, Michael Quigley (D) was elected to the US House of Representatives in a Special
Election to fill the seat vacated by Rep. Rahm Emanuel (D), who was appointed White House Chief of
Staff on January 2, 2009.

Minnesota Senate Vacancy
On January 5, 2009, the Minnesota Canvassing Board declared that Al Franken defeated Norm
Coleman by 225 votes in the Minnesota Senate race. The Coleman campaign has not conceded and has
contested the results in a post-election challenge. Minnesota Governor Tim Pawlenty and Minnesota
Secretary of State Mark Ritchie have not certified the result of the election, as they are prohibited by
state law to do so until all challenges are resolved. At press time, the outcome of the legal challenge had
not yet been decided and Senator-Elect Franken had not yet been seated by the United States Senate.
New York 20th Special Election Results
On March 31, 2009, a special election was held in the 20th Congressional District of New York to
replace former Representative Kirsten E. Gillibrand, who was appointed to the Senate. At press time,
the results of the race between Scott Murphy (D) and Jim Tedisco (R) had not been determined. As
always, up to date results and information can be found on the Leadership Online®, which is updated

California 32nd Congressional District to Hold Special Election for Rep. Hilda
Solis’ Seat
On February 24, 2009, Representative Hilda Solis (D) resigned from the United States House of
Representatives to become Secretary of Labor. A special election to fill her seat will be held on July
14, 2009. Until a new member is elected to represent the 32nd Congressional District of California, the
office will be run under the auspices of the Clerk of the House of Representatives. District information
