On January 20, 2009, Barack Obama was inaugurated as the 44th President of the United States. Each new president appoints thousands of leading government officials (political appointees) on the basis of their support for the administration. At press time, President Obama had selected his Cabinet members, and many had been confirmed by the Senate. He had also filled many positions on the Presidential Senior
Staff. The process of selecting political appointees is continuing and will extend many months beyond the inauguration. For a complete description of the major categories of federal government employment outside the regular civil service, please refer to page xviii.

The Winter 2009 edition of the Federal Yellow Book reflects the Obama administration appointments that had been made at press time. Most of the individuals listed in the directory, however, are in the competitive civil service personnel system and do not serve at the discretion of the President. This edition also includes the typical staff changes, reorganizations, and office relocations that occur constantly throughout the federal executive branch without regard to election-year cycles.
